Coronavirus measures at the Population and Civil Registry counters

The Demography Department (Population and Civil Registry) of the City of Brussels has taken several decisions in order to best respect the measures of the federal government in the fight against the coronavirus (Covid-19).

People returning from red zones cannot go to the administration before they have passed the recommended isolation period. Since 1 August, all persons returning to Belgium and all persons travelling through Belgium and who are staying at least 48 hours must fill out an identification form (Passenger Locator Form). Only go to the Administrative Centre or the liaison offices of the City of Brussels if it is really necessary. This in order to respect the health advice as well as possible.

The counters at the Administrative Centre are open from Monday to Friday (with openings on Thursday evening until 6:30 pm). The reception will continue as much as possible by appointment.

All citizens are asked to:

  • come alone (unless the presence of another person is necessary)
  • wear a face mask during their visit (obligatory)
  • disinfect their hands at the entrance of the building

Citizens must respect the safety distances thanks to a marking on the ground indicating the place where they must stand.

  • The Haren and North-East liaison offices are closed
  • The Louise, Laeken and Neder-Over-Heembeek liaison offices are open from Monday to Friday:
    • by appointment for all requests for documents (an online appointment can again be made at the liaison offices for demanding ID cards, passports and driving licences)
    • without appointment for the collection of identity documents (ID card, passport and driving licence)

European and non-European citizens have to apply for their registration with the City of Brussels electronically.

European citizens and equals (nationals of Switzerland, Iceland, Liechtenstein, Norway and family members of non-Belgian European citizens):

Any application for an extension of a residence permit can also be made via this address (with all relevant documents).

The residence permit is only ordered by appointment, after examining the file and if filled in completely.

Residence permits

The application for a residence permit is made by appointment only, after examining the file and provided that it has been filled in completely.

Any request for an extension of a residence permit can be submitted via the address HUE-NEU@brucity.be (including all relevant documents).

However, the FPS Foreign Affairs advises against traveling abroad, therefore the issue or extension of a residence permit can be postponed. In that case, a provisional document (Annex 15/49) will be issued.

It is possible to collect residence cards without an appointment, from Monday to Thursday (on Thursday at 6:30 pm).

Commitment that charge will be taken

The legalization of the commitment that charge will be taken (annex 3bis) is suspended (an application for a C visa is no longer possible from abroad). It is preferable that the guarantor returns to the municipality when the situation has normalized.

In line with the current situation, the marriage may only take place in the presence of the future spouses and the witnesses. Wearing a face mask and the social distance rule of 1.5 m remain strict. These measures can always be adapted to the health evolution.

The counters are only accessible by appointment and some procedures are started by telephone. In both cases, you must make an appointment online.

For urgent questions, cancellation or postponement of the marriage, you can contact the Marriage Service from 8:30 am till noon and from 1 pm to 3:30 pm.

The Extracts-Traffic service is accessible by appointment for urgent operations:

  • Pension application
  • Certain operations in the pedestrian zone

The counters of the Change of Civil Status Service are open from Monday to Friday, by appointment only. Call the service or send an e-mail before making an appointment. If the situation does not allow it, this prevents you from getting to the counter unnecessarily.

You can only make an appointment (for birth declarations and recognitions) by telephone (reception by telephone: Monday to Friday from 9 am to 12:30 pm and from 2:30 pm to 4pm) or by email at the following address: naissances-geboorten@brucity.be.

It is no longer possible to make an appointment online. The service only receives citizens by appointment.

Burials are limited to 15 people.
