European driving licence - Exchange and registration

If you live in Belgium and hold a valid driving licence issued by a member state of the European Union or equivalent, you are authorised to drive on public roads.

Depending on the conditions, however, you may be required to register your national licence and/or exchange it for a Belgian driving licence.

  • Your main residence must be located in the City of Brussels
  • You must be in possession of a valid driving licence issued by a member state of the European Union or an equivalent country (Norway, Iceland and Liechtenstein)

You must exchange your European driving licence for a Belgian licence if any of the following apply:

  • if your licence is lost, stolen or damaged
  • if you possess a valid licence with no expiry date, you have two years from the date of your arrival in Belgium to exchange it
  • if you have committed a road traffic offence

You must register your European driving licence if any of the following apply:

  • if you have to exchange your European licence for a Belgian one
  • if you wish to be listed as a guide on a provisional driving licence
  • if you wish to obtain an international driving licence
  • if you are disqualified from driving and a probationary licence has to be issued

This information is general in nature. Each application is analysed individually when it is submitted to the City's departments. Special conditions may apply.

1. Submission of the registration and/or exchange application: by External site appointment online via MyBXL, at the counter of the Brucity Administrative Centre or the liaison offices of Laeken, Louise or Neder-Over-Heembeek.

Your exchange and/or registration application is sent to FPS Mobility for analysis and approval.

2. Then, as applicable:

  • Exchange: once you have received a favourable response from FPS Mobility, you will be notified by the City of Brussels that your European driving licence can be exchanged for a Belgian licence. In this case, you need to take the following steps to order your driving licence:
    • Application: by External site appointment online via MyBXL, at the counter of the Brucity Administrative Centre or the liaison offices of Laeken, Louise, Haren and Neder-Over-Heembeek.
    • Collection: without appointment at the counter where the application was submitted.
  • Registration: once you have received a favourable response from FPS Mobility, you will be notified by the City of Brussels that your European driving licence has been registered.

  • Identity card or residence permit
  • Valid European driving licence or certificate of loss or theft issued by the Belgian or foreign police services
  • A recent photo (maximum 6 months old), in accordance with External site ICAO standards

Exchange: 30 euros to order your driving licence

Exchange or registration: 5 working days

Please note: in order to exchange your European driving licence, it must first be registered.
