Querelle Housing Block Contract (CACI)

Since March 2023, residents, associations, City services and the 'Logement Bruxellois' have been working together to build an action plan for the Querelle (Krakeel) quarter.

After 8 months of collective work, 10 workshops, 4 General Assemblies, 15 moments of exchange and a broad call for ideas (100 received) as well as a voting phase (700) in September, the Querelle Housing Block Contract programme is finally ready.

Residents voted in favour of 14 priority projects to improve the quality of life in their neighbourhood: redevelopment of the Querelle square, greening, more street workers, employment, redeployment of the Community Centre and many other projects.

In total, 5 million euros will be invested to improve the daily lives of the residents of the Querelle quarter.

The perimeter of the Querelle Housing Block Contract extends around the Place de la Querelle and the social housing area of the 'Logement Bruxellois'. It also includes the buildings of the City Archives.

Throughout 2023, everyone was invited to take part in a call for ideas, workshops and public meetings to co-construct the Querelle Housing Block Contract programme.

The Housing Block Contract is a 7-year project:

  • 2023 (1 year): preparation of the programme (call for ideas, diagnosis, priorities, votes,...)
  • 2024-2028 (4 years): programme execution (implementation of projects)
  • 2028-2030 (2 years): completion of projects (development of public spaces, buildings,...)

Participatory processes will be put in place during the programme implementation phase to co-construct the projects (more information in the 'participatory process' section).

To develop and implement the Housing Block Contract action programme, the City of Brussels is calling on the expertise and participation of local residents by organising a participatory process (public meetings, workshops, exploratory walks, meetings in the field,...) and setting up a District Commission made up of a panel of local residents and associations.

In 2023, residents and local players were involved in defining the programme for the Querelle Housing Block Contract (via a wide-ranging call for ideas, workshops, meetings, voting during the Projects Festival,...).

In addition to participating in defining the programme, local residents and associations are encouraged to help implement the programme and/or manage their own projects with the financial and/or administrative support of the Housing Block Contract.

From 13 December 2023 to 18 January 2024, you had the opportunity to give your opinion on the basic file (diagnosis, priorities and programme) of the Querelle Housing Block Contract. We received some constructive opinions that helped us improve and specify the programme.

The public enquiry was followed by a consultation committee on 30 January 2024, which gave a favourable opinion.
