Since 1 May 2025, Sibelga, the distribution network operator for electricity and gas in the Brussels-Capital Region, has been imposing fines on residents/owners who fail to register their solar panel installations, electric vehicle charging stations or home batteries.
It is a legal requirement to register such installations within 30 days of commissioning. This registration requirement also applies to existing, already installed systems.
Currently, the penalty for late declaration is only 50 euros excluding VAT. However, if Sibelga discovers an undeclared installation during its numerous network analyses, this amount is significantly higher.

Why is it mandatory to report solar panels?
This obligation is part of a crucial approach to ensuring the stability and safety of the Brussels electricity grid. The rapid increase in solar panels and other energy installations is a major challenge for Sibelga's grid management, which is constantly adapting the grid.
Without declaration, there is not only a risk of grid overload and regular shutdowns of inverters, but technicians are also exposed to real danger during their interventions. An undeclared installation can cause serious electrical risks if technicians do not have the necessary information to work safely.
In addition, Sibelga reserves the right to recalculate the consumption of persons who continue to use a traditional meter and do not switch to a digital meter as required, as if no self-consumption or injection had taken place. This leads to considerable costs for solar panel owners.
The declaration is also a necessary condition for claiming the very attractive 'green energy certificates' and ensuring that the installation quickly becomes profitable.
