What is it about?
This project is part of the Marolles sustainable district contract (2018-2022).
Located near the Place du Jeu de Balle, the City of Brussels is planning to build 8 housing units: 3 transit housing units for the CPAS and 5 social housing units for the Property Management Agency.
The diagnostic study highlighted the complexity of the homelessness situation in the district, which already benefits from the presence of support associations. Despite the area's history of hospitality, there is a lack of specific accommodation that would enable homeless people to work towards reintegration.
On the Rue Haute side, the plots affected by the development have a discontinuous, run-down building frontage. The interior of the block is of poor quality, with a car park and high density.
The City of Brussels is therefore planning to build a new three-storey building to restore the building alignment and reinstate a passageway to the interior of the block on the ground floor. This building will house the 5 social housing units, while another building will be created to the rear, housing the 3 transit units. This transit accommodation will promote the reintegration of homeless people by providing them with accommodation for a maximum of 3 years, thus allowing for the regular renewal of beneficiaries.
The interior of the block will also be redeveloped to open up the Baron Louis Steens school sports hall to local residents through the creation of an entrance hall. Access to the sports hall and accommodation will be separate and clearly identifiable. A new playground will also be created to liven things up.
What purpose?
- To guarantee affordable housing for all
- To increase transit accommodation capacity
- To support a regional obligation establishing a minimum percentage of social housing and similar units per municipality
- To streamline the management and use of communal sites by applying the concept of 'chrono-urbanism'
- To encourage the recentralisation of the city's facilities and services within multi-purpose, shared neighbourhood facility hubs
- To address the shortage of play areas
- To transform municipal and public buildings into key players in improving the urban climate
