What is it about?
The Public Welfare Centre (CPAS-OCMW) is planning to renovate a building and provide 'Housing First' accommodation just a few steps from the Porte de Hal.

In 2021, the Brussels-Capital Region launched a call for projects aimed at strengthening the provision of accommodation for homeless people in the region (Housing First). This call for projects was aimed specifically at renovating and fitting out housing for homeless people, with a commitment from the municipality or CPAS to provide rental management. These homes are subject to a management agreement for a minimum of 10 years, signed with psychosocial operators specialising in supporting the homeless.
The Rue Haute 303 building was chosen by the CPAS to respond to this call for tenders, as it corresponds perfectly to the criteria defined. Located close to the headquarters of the CPAS of the City of Brussels and the CHU Porte de Hal, its location in the heart of the Pentagon offers excellent access to shops, public services and public transport.
The building, which dates from the 19th century, required a complete renovation of both its exterior and interior. The building offers 4 flats: 2 studios and 2 one-bedroom flats. Each flat has its own sanitary facilities for added comfort and privacy.
The ground-floor space will be used to host social workers supporting highly vulnerable groups as part of Comité 05 - Marolles, a pilot project within the Local Social Health Contracts (CLSS) of the Public Welfare Centre (CPAS-OCMW) of Brussels. Until September 2026, the space is occupied by the non-profit organisation City Mine(d) for its project 'Palette - Collective Experiences to Support the Neighbourhood'.
What purpose?
This project meets the following ambitions and objectives:
- Guaranteeing affordable housing for all
- Developing alternative 'stepping stone' accommodation, by promoting Housing First projects
- Transforming municipal and public buildings into key players in improving the urban climate
