As part of the Schuman roundabout redevelopment, 6 retractable posts will be installed in the City of Brussels. These posts secure access to the square and transform part of it into a restricted access zone:
- indicated by a C3 sign 'no entry in both directions for all drivers'.
- with the words 'except bicycles' and 'except with a permit'.
- the restricted access zone is in force 24 hours a day, 7 days a week.
- with signs to demarcate a meeting zone.

Access to the zone
To access the Schuman zone (restricted access zone) with your vehicle, you must apply for a permit in advance. Below you will find information about the zone and the application.
Applications by e-mail only: trafic.schuman@brucity.be.
If absolutely necessary: at the counter on Tuesdays and Thursdays from 8:30 am till noon, only External siteby appointment.
Permanent access: with license plate registration that activates the post and a permit (to be placed behind the windscreen).
Temporary access: with license plate registration that activates the post and a permit (to be displayed behind the windscreen).
The following vehicles are added to the white list:
- Priority vehicles in accordance with Article 37 of the Traffic Code, where the nature of their work justifies this.
- Vehicles identified and designated for the collection of household and equivalent waste as part of a public service provided by or on behalf of the City of Brussels or the competent authority.
- Regular public transport vehicles operated by public transport network operators are exempt from the permit requirement.
Permanent access
- Vehicles used in the course of the official activities of embassies whose headquarters are located within the perimeter, in accordance with the Vienna Convention.
- Vehicles owned by the institutions of the European Union, provided that the institutions of the European Union submit a list of their vehicles to the City via their respective SPOCs.
- Vehicles using a private car park or garage within the zone that is only accessible by passing through the zone, subject to the restriction that a permit is issued for a maximum of two entries per parking space.
- Vehicles used for cash-in-transit operations, provided that a permit has been obtained in advance, on condition that the applicant submits the required supporting documents to back up their application and that the permit relates exclusively to the vehicles strictly necessary for carrying out the cash-in-transit operations.
- Vehicles used for security, inspection, maintenance or repair.
- Vehicles operated by non-profit companies or associations that transport people with reduced mobility, provided that these people get in or out at an address located within the restricted access zone.
- Vehicles used for medical activities or home care and which have a valid INAMI-RIZIV code, provided that their journey is directly related to a visit to an address within this zone.
- Vegetable growers and itinerant traders who carry out a regular or permanent activity in the zone and have been granted permission to do so by the City, subject to the restriction that this permit is limited to those vehicles strictly necessary for the performance of this activity.
Temporary access
- Vehicles used for the organisation, set-up, running or dismantling of an event authorised by the City of Brussels, provided that the organiser submits a vehicle registration certificate and a police permit to the City in advance, and that the permit is granted for a specific period and is limited to those vehicles strictly necessary for the event.
- Removal vans, provided that the applicant submits a registration certificate and the permit to the City in advance via the External siteOsiris platform, and that the permit is limited to the duration and the vehicles strictly necessary for the removal.
- Vehicles intended for carrying out works in these zones, provided that the applicant submits a registration certificate and the permit to the City in advance via the External siteOsiris platform, and that the permit is limited to the duration and the vehicles strictly necessary for the works.
- Vehicles belonging to companies responsible for technical works, in particular works carried out by utility companies, provided that the applicant submits a registration certificate and the permit to the City in advance via the External siteOsiris platform and that the permit is limited to the vehicles and the duration strictly necessary for carrying out the works.
- Vehicles requiring access in connection with an official state visit, a security or law enforcement operation, or due to an emergency or duly justified exceptional circumstances, subject to prior authorisation from the Brussels-Capital-Ixelles police zone.

The application for access must be submitted within 48 hours.
The permit is valid for 2 years from the date of issue to the applicant. It may be renewed if necessary, except in the case of temporary access, for which the permit is issued for the duration required for the activity in question, without exceeding the maximum permitted duration.
Failure to comply with the conditions of access to the restricted access zone or the misuse of a permit may result in its revocation by the authorities.
