EPB requirements (planning permit)

The Energy Performance of Buildings (EPB) aims to reduce energy consumption and CO₂ emissions in buildings, while ensuring a comfortable indoor climate.

Since 1 May 2014, the EPB proposal has been an integral part of the planning permit application process.

Legal framework

  • The EPB Ordinance has been in force in the Brussels-Capital Region since 2 July 2008.
  • The CoBrACE (Brussels Code for Air, Climate and Energy Management), adopted on 2 May 2013, has incorporated and adapted this ordinance.
  • For projects for which a permit application is submitted from 1 January 2015, only the CoBrACE regulations apply.

What this means for the applicant?

Throughout the project, the applicant must complete certain administrative procedures to ensure compliance with EPB requirements, in particular attaching the EPB proposal to the planning permit application.
