European, federal and regional elections of 9 June 2024

The next elections for the European Parliament, Chamber of Representatives and Regional and Community Parliaments will be held on Sunday 9 June 2024.

Belgian and European (for the European level only) voters are invited to exercise their right and duty to vote on Sunday 9 June 2024 (as every 5 years). These elections include:

  • European level: the 22 European parliamentarians who are the Belgian representatives of the European Parliament
  • Federal - legislative level: the 150 deputies who are part of the Chamber of Representatives and part of the 50 senators who are part of the Senate
  • Regional level for the Brussels Capital Region: the 89 (72 French-speaking, 17 Dutch-speaking) representatives in the Parliament of the Brussels Capital Region

Registration closed on 31 March 2024. You can register or deregister for the next elections, in 5 years, from the day after the election, so from 10 June 2024.

On 9 June 2024, 16 and 17-year-olds will be able to vote for the European Parliament for the first time. More info:

Young Belgians no longer need to register for the European Parliament elections. They will automatically be included on the voters' list.

Young Europeans living in Belgium must register if they wish to vote in the European Parliament elections. They will only appear on the electoral roll if they register by 31 March 2024 at the latest.

Some voters can cast their votes by giving a proxy to another voter. This way, the proxy holder can vote in the name of the proxy giver.

The proxy holder must first vote in his or her own polling station. He/she then casts a vote in the proxy giver's polling station.

Conditions

On the day of voting, the proxy holder must be in possession of:

  1. the completed proxy form
  2. his or her own identity card
  3. his or her own convocation letter with proof that he or she has already voted (= the stamp affixed at his or her own polling station)

It is possible to give a proxy to another voter who can vote for the same candidates as the voter giving the proxy.

So a voter within the same constituency.

An EU citizen cannot vote for the House of Representatives candidates. Consequently, an EU citizen cannot exercise a proxy for a Belgian citizen.

However, a Belgian can exercise a proxy for an EU citizen, as he/she also participates in the European Parliament elections.

A voter can exercise only one proxy.

The proxy may be given until election day for reasons 1, 2, 4, 5 and 6 and for reasons 3 and 7 until the day before the election.

The following voters may authorise another voter to vote on their behalf:

  1. illness or disability
  2. professional reasons
  3. self-employed activity
  4. state of deprivation of liberty
  5. conviction
  6. study reasons
  7. temporary stay abroad

How to apply?

  1. Obtain the form for a Belgian voter or for a European voter:
  2. Complete and sign the form (by the proxy giver + by the proxy holder)
  3. Provide proof of the reason for absence

The reasons for the proxy must be attested on the proxy form:

  1. Illness or disability: a doctor attests on the form that the voter is unable to attend or be conducted to the polling station due to illness or disability.
  2. Professional reasons: the employer attests on the form that the voter is unable to report to the polling station for professional reasons. If the voter resides abroad, the employer attests the same for the voter's family members.
  3. Self-employed person, boatman, market vendor, fair trader: the municipal administration mentions on the proxy form, provided the voter presents his company number and submits a sworn statement, that the voter is unable to come to the polling station, due to his activity as a self-employed person.
    How to apply?
  4. Condition of deprivation of liberty: the management of the penitentiary where the voter resides shall indicate on the form that the voter is in a condition of deprivation of liberty on the day of voting.
  5. Conviction: the organiser of the religious activity or the activity of expressing a religious belief attests that the voter cannot come to the polling station on the day of voting because of the voter's participation in an activity as a result of his freedom to practise his religion or express his beliefs.
  6. Study reasons: the management of the educational institution attests on the proxy form that the student, due to study reasons, is unable to report to the polling station.
  7. Temporary stay abroad: the municipal administration attests that the voter is unable to report to the polling station on the day of voting due to a temporary stay abroad, provided that the voter presents the necessary supporting documents or on the basis of a External site declaration of honour if the voter is unable to present such a supporting document.
    How to apply?

The same proxy form must be signed by both the giver and the holder, and the reason for voting by proxy must also be stated on the same form.

If you are unable to vote on election day, you have two options:

  • You can appoint a proxy (see 'Voting by proxy')
  • Or you can send your reasons for absence to the president of the main electoral office, who will decide whether your reasons are justified

This mail, sent in connection with the elections, may be sent free of charge (free of postage), as long as the postage is marked 'Loi électorale'.

Electronic voting demonstration sessions will be held from 9:30 am till noon and from 2 pm to 4 pm (no prior registration required), on the following dates and at the following locations:

  • Tuesday 21 May 2024: Louise liaison office (Avenue Louise 240 - 1000 Brussels)
  • Thursday 23 May 2024: Ambiorix Community Centre (Square Ambiorix 4 - 1000 Brussels - a few steps)
  • Friday 24 May 2024: Centre Utopie (Rue de l'Éclusier Cogge 18 - 1000 Brussels)

These demonstrations are intended for all residents of Brussels who wish to learn more about the electronic voting system.

Specific sessions for young people will be organised at the Horizon and Françoise Dolto Youth Centres (more info available at the Youth Centres).

Election posters

About 15 election billboards are spread across the territory of the City of Brussels.

Only the City services are allowed to affix election posters on them for the parties - lists.

The election signs are approximately 1.12m wide and 1.80m high and their distribution will be determined by the Board of Mayor and Aldermen.

Posters will be received from 29 April 2024.

As the elections will be held simultaneously on 9 June 2024, only 2 copies of the voters' list will be issued in the event of candidature in more than one election.

If the political party does not put forward any candidates, it undertakes not to use the voters' list, even for electoral purposes, under penalty of the sanctions set out in Article 197bis of the Electoral Code.

Notarial deed

A candidate can ask to be listed on the ballot paper with a first name other than the one on his/her identity card. To do so, he/she must enclose a notarial deed with his/her candidature.

The notarial deed can be requested from a notary, justice of the peace or mayor.

How do I request a notarised deed from the Mayor of the City of Brussels?

By telephone on 02 279 21 27.

The applicant must present an identity document.

In order to prove the use of a call sign, supporting documents must be submitted, proving the use of this name, or a witness statement must be submitted. Preferably this witness should be present, but a legalised document prepared by this witness accompanied by a copy of his/her identity card is also sufficient.

The witness can be any citizen of full age, including a family member.

The applicant must be able to produce sufficient documents showing that the call sign is effectively being used. The mere use of another name on one social media platform is not sufficient. That must be supplemented by other documents.
