Handicontact: assistance for people with disabilities
Are you a disabled person or a close friend or family member of a disabled person? The Handicontact service is available to inform you, guide you and assist you with certain applications, in particular:
- Registering a vehicle for free parking within the City of Brussels
- Disputing a parking fee in relation to parking for people with disabilities
- Applying for a LEZ exemption for beneficiaries of enhanced healthcare benefits (BIM)
By appointment at the counter of the Brucity Administrative Centre, External site make the appointment online.

To register a vehicle for free parking within the City of Brussels:
- European parking card for people with disabilities
- Number plate of the vehicle to be registered
To dispute a parking fee in relation to parking for people with disabilities:
- European parking card for people with disabilities
- Fee reference number
- Vehicle registration number
To apply for a LEZ exemption for beneficiaries of enhanced healthcare benefits:
- European parking card for people with disabilities
- Certificate from your complementary insurance company proving that it covers your enhanced healthcare
- Vehicle registration certificate
