Belgian driving licence - Temporary
As soon as you pass your theory test, you can obtain a provisional driving licence which allows you to learn to drive with or without a guide, depending on the chosen category.
There are several categories of provisional licence:
- For motorbikes, lorries, buses and cars with trailers: M3 valid for 12 months
- For cars (category B): M12 valid for 12 months, M18 valid for 18 months, or M36 valid for 36 months
- Your main residence must be located in the City of Brussels
- You must be of the minimum age required for the category of provisional licence
- You must not be disqualified from driving
- You must have passed your theory test (valid for a maximum of 3 years)
- You must have one or two guide(s) depending on the category of provisional licence (M3, M12 and M36)
These are the general requirements. Each application submitted to the City's departments is assessed on an individual basis Special conditions may apply.
You have 2 options for applying for a provisional driving licence:
1. Online - for provisional driving licences M12, M18 and M36 only
Apply through the FPS Mobility's External site BelDrive application
- If you're applying for an M12 or M36 licence, your guide must first register as a guide in the application using their own identity card (eID) + pin or itsme code. They will also need to enter your surname, first name and national ID number
- Once your guide's registration is complete, you can follow the steps to register yourself. You will need to attach a photo/scan of the required documents.
Collection: without appointment, at the counter of the Brucity Administrative Centre or the liaison offices in Laeken, Louise and Neder-Over-Heembeek.
To collect your licence, you must go to the counter in person and bring the originals of the required documents.
2. At the counter - for provisional driving licences M3
Application: by appointment, at the counter of the Brucity Administrative Centre or the liaison offices of Laeken, Louise, Neder-Over-Heembeek and Haren. You can External site make an appointment online via MyBXL.
At the appointment, you must go to the counter in person and bring the originals of the required documents.
Collection: without appointment, at the counter where the application was submitted.

For M3, M12 and M36 models, the form must be signed by 1 or 2 chosen guides. Each guide must enclose a copy of both sides of their identity card and driving licence. - Certificate of suitability for the M18 category
Where applicable:
- One recent passport photo on a white background, if you no longer resemble the photo on your identity card or residence permit
- A school certificate, only if you are a student (Belgian or foreign) not registered in Belgium but enrolled in an educational establishment located in the City of Brussels
