The Charter for the Molenbeek solidarity catchment area is a joint initiative of the municipalities of Berchem-Sainte-Agathe, Ganshoren, Jette and the City of Brussels. This catchment area encompasses these municipalities and requires a joint approach to water and flood risk management in view of growing urban development and climate change.
The Charter was adopted by the City Council of the City of Brussels on 27 May 2024.

Through cooperation and solidarity, local authorities aim to meet the challenges of the future and achieve resilient and sustainable solutions.
Principles
The Charter lays the foundations for a joint approach to water management and adaptation to climate change in the Molenbeek solidarity catchment area. The Charter confirms the principle of solidarity between municipalities and emphasises the integration of integrated stormwater management to reduce the risk of flooding and strengthen the resilience of communities.
The signatory municipalities are striving to acquire shared knowledge, vision and objectives for the Molenbeek solidarity catchment area. This includes identifying joint projects and promoting public awareness and participation.
Cooperation
The Charter formalises the Molenbeek Steering Committee (BCM) for an initial period of 8 years. The BCM is made up of working groups and a steering committee, with each member playing a role in promoting cooperation and developing projects. The BCM includes representatives of the signatory municipalities. Meetings are held regularly and external experts may be invited to contribute to specific issues.
Projects of the City of Brussels
Square Marsupilami
At the Square Marsupilami, the slopes have been designed to guide rainwater away from impermeable areas towards green areas that have replaced the asphalt. This greatly reduces the amount of rainwater discharged into the sewers. A total of 430 m² was demineralised during the creation of this square.
Green premiums and integrated rainwater management premiums
Green premiums and integrated rainwater management premiums support citizens who want to take action. The City of Brussels and the municipality of Jette are giving advice and active support for those who install roof rainwater harvesting systems in their gardens. This advice will be improved and shared with other municipalities.
