Horeca - operating licence (certificate of conformity)

Any catering establishment located within the City of Brussels, whether in a public or private place, must obtain an official certificate of conformity, without prejudice to obtaining, if necessary, a town planning permit and/or an environmental permit.

No one may operate a hotel or catering establishment without first obtaining the required certificate of conformity.

This certificate of conformity must be requested in the following cases:

  • opening of a new hotel or catering establishment (with its own establishment number)
  • relocation of an existing hotel or catering establishment
  • takeover of a hotel or catering establishment

The hotel or catering establishment must be operated within the City of Brussels

The following are excluded from the scope of this regulation:

  • occasional tastings
  • street trading
  • tourist accommodation where any catering is reserved solely for customers staying at the establishment
